Choose a partner to fight against, and the winner of that battle will move onto level two. The users who are in level two are to also fight against eachother, and the winners of those battles will move onto level three. Simple, right? There will be battles for gennin, chunnin, jounin, kages, etc so everyone is fighting against someone at their level.

If needs be, I can set up brackets to make it more "official"-looking and more organized. ^^
