Most Genjutsu require concentration so that the user CANNOT attack the target. So, is this part of the Jutsu correct?

It's still OP.... It must be limitted on what can be used. Using a Genjutsu and an auto-kill move is just overpowered.

The wording makes it seem as though the attack is an insta-kill. And, besides, Kokuangyou no Jutsu still required the user to concentrate. The other Hokage attacked during that phase of the battle with Sarutobi.
