yes but it have to be natural water like lakes and oceans water from other jutsus wont work. And i wont over use this
besides it was approvd in my biography earlier cuz i promisd not to miss use nad its not as op as some other weps on site

Promises are just words. If you won't overuse it, then make it so that you CAN'T overuse it.
